Sri Lanka Development Journalist Forum (SDJF) is the growing national level non-governmental organization committed to creative media tools responsibility to amplify voices of marginalized communities and protect their freedom of expression and access to information in Sri Lanka. SDJF works across Sri Lanka and operates almost all 9 provinces. SDJF fulfils its mandate in partnership with Civil Society Organization from across the country, our trained volunteers, Alumna of SDJF and other national and regional organizations and mechanisms and creates solidarity networks aimed at safeguarding democracy, accountability, gender equality, freedom of expression and information rights.

BACKGROUND
Social media plays an important part in all societies, enabling individuals and groups to express dissent and grievances, to share views and opinions, to expose flaws in governance and to publicly demand government accountability and positive policy change.
In this regard, SDJF has over the last two years implemented several programs and projects to train marginalized community, civil society members, women politicians, women human rights defenders, youth & other disadvantaged groups creatively use social media to advocate for their democratic rights in a responsible manner.
SCOPE OF WORK
In light of the above, SDJF is now looking for a consultant/writer to develop a comprehensive manual for Civil Society Actors in Sri Lanka to provide step by step guidelines, directions, tips, general troubleshooting and self-explanation to use social media platform such as Facebook, Twitter, Instagram and YouTube and also provide them with insight on how to use social media ethically, safetly, and responsibly to advocate there for their democratic rights and to participate in the process governance.
EXPECTED DELIVERABLES
- Inception plan with the timeline (maximum 1 page)
- Manual on Facebook
- Manual on Twitter
- Manual on YouTube
- Manual on Instagram
METHODOLOGY
- The consultant will be required to provide a detailed methodology of
how he/she/they will develop this manual; - Undertake a desk review of the relevant similar manuals in Sri Lanka and elsewhere to in order to understand the gap and need better
- Prepare a manual outline for each chapter and provide for the approval of SDJF.
- The consultant/consultancy firm is required to submit a draft manual for all chapters before finalizing the manual.
DURATION: 2 Months
REQUIREMENTS & QUALIFICATION
- least 5 years’ experience working in communications, social media campaigning, advocacy and manual writing.
Familiarity with, and a high level of up-to-date knowledge and understanding of media landscape in Sri Lanka and civic space issues in the country
- communication and writing skills – ability to express complex information in a simple and succinct manner in English including the development of advocacy materials in forms such as info-graphs and animated videos/info-graphs.
REPORTING
The consultant will report to the Board of Director – at SDJF and will work directly with the Program Director. Further, the consultant may be required to attend meetings with SDJF staff or other stakeholders during the assignment.

1. Technical Proposal (maximum one (1) page): brief explanation about the consultant/consultancy firm with a particular emphasis on previous experience; a profile of the consultant/consultancy firm to be involved in undertaking this consultation and a detailed approach and methodology;
2. Financial Proposal: The financial proposal should provide cost estimates for services rendered, including daily consultancy fees; and
3. Sample: Advocacy, communications and manuals or similar work previously carried out.
